Deputy Director, Non-Affiliated Firm Inspection Program
Division of Registration and Inspections
Skinner is a deputy director in the PCAOB's Division of Registration and
Inspections. He oversees the operations of the Non-Affiliated Firm Inspection Program,
which executes inspections on domestic and non-U.S. registered accounting firms
that are not associated with the Global Network Firm Inspection Program.
Skinner joined the PCAOB in December 2003 where he led inspections of large and
small domestic firms. In December 2005, he left the PCAOB to join a regional
accounting firm as a quality control partner. Skinner rejoined the PCAOB in December
2009 as an associate director in the Division of Registration and Inspections.
to joining the PCAOB, Skinner was a senior manager in the audit practice of
Ernst & Young, where he began his career in 1990.
Skinner earned a Bachelor of Industrial Engineering degree and an M.S. in management from the Georgia Institute of Technology. He is a
certified public accountant.
