Dr. Powers provides advice and analysis of the potential economic consequences of standard-setting activities in the Office of the Chief Auditor. In that regard, he works closely with the Office of Research and Analysis and the Office of General Counsel, as well as with Board members and other Board staff.
Prior to joining the Board in May 2013, Dr. Powers was a senior economist with the U.S. Environmental Protection Agency (EPA) for nearly 14 years. His work there included developing and managing a variety of economics projects, including research supporting EPA’s regulatory benefit-cost analyses. He also worked as a senior associate at ICF Consulting in Fairfax, Va., and taught economics at St. Lawrence University in Canton, N.Y.
Dr. Powers is a graduate of Rutgers University and received his Ph.D. in economics from Indiana University.
