Beth Horton

Beth Horton serves as the PCAOB’s Chief Ethics Officer,
leading its Ethics Program and fostering a culture in which integrity,
accountability, and ethical decision-making are embedded throughout the
organization.
Before joining the PCAOB in 2019, Ms. Horton served at the
U.S. Department of the Treasury as Deputy Assistant General Counsel for Ethics
and Alternate Designated Agency Ethics Official, overseeing the Department’s
Ethics and Compliance Program for over nine years. Before that, she served as
Investigative Counsel and Chief Ethics Officer for the Office of Congressional
Ethics in the U.S. House of Representatives; Counsel for the U.S. Senate Select
Committee on Ethics, Associate Counsel in the Office of White House Counsel,
and Attorney Advisor for the U.S. Office of Government Ethics.
Prior to her career in Ethics, Ms. Horton practiced antitrust law at the law firm Howrey. She holds a Juris Doctor and Master of Business Administration from the University of Mississippi.
