David M. Yancey

David M. Yancey serves as Special Adviser for Technology Modernization and Innovation at the PCAOB. In this role, he advises the Chair, Chief of Staff, and Board on enterprise modernization and continuous improvement across inspections, standard setting, registration, enforcement, and operational support functions. He leads initiatives that advance the responsible adoption of emerging technologies and enhance organizational effectiveness in support of the PCAOB’s mission to protect investors.

Prior to his appointment in September 2026, Mr. Yancey was a Managing Director in EY’s Quality Network, where he supported PCAOB inspections across domestic and international jurisdictions and provided guidance on inspection readiness, technical matters, and quality improvement actions. He brings nearly 15 years of experience in audit quality, regulatory oversight, and technology‑enabled transformation, including extensive work in responsible data analytics and artificial intelligence (AI) adoption in regulated audit environments.

Mr. Yancey is a Certified Public Accountant licensed in Georgia and holds a Bachelor of Science in Business Administration from the Georgia Institute of Technology.
