Phoebe W. Brown, PCAOB Secretary, oversees the scheduling of the board's open and closed meetings and preparing and maintaining records of board actions. She also is responsible for receiving and tracking documents filed with the board, including comment letters on proposed rules and auditing standards.

Ms. Brown was named secretary in March 2012, after serving nine years as special counsel to Board Member Daniel L. Goelzer. She advised him on all matters that came before the board for decision, as well as coordinated, and, in some cases, led initiatives related to the board’s programs, operations, and strategic planning. During this time, Ms. Brown also assisted Board Member Goelzer when he was acting chairman of the PCAOB, from August 2009 through February 2011, and when he served as vice chairman of the International Forum of Independent Audit Regulators (IFIAR) from April 2011 to March 2012.

Prior to joining the PCAOB, Ms. Brown was a senior associate at the law firm of Baker & McKenzie, where she practiced securities and corporate law. Ms. Brown received B.A., magna cum laude, with honors, from Brown University; an M.A. in Russian and East European Studies from Yale University; and a J.D. from Northeastern University School of Law. Ms. Brown is a member of the Bar in the District of Columbia and Massachusetts.
