Samantha E. Ross

Samantha E. Ross is special counsel to PCAOB Chairman James R. Doty. She advises Chairman Doty on all matters that come before the Board for decision. Ms. Ross also leads several policy initiatives focused on PCAOB programs, operations, and strategic planning.

Ms. Ross joined the PCAOB staff in January 2003 as special counsel to Board Member Charles D. Niemeier and served in that position until Niemeier left the Board after his term expired in 2011. From July 2003 through November 2005, Ms. Ross was the chief of staff to the first PCAOB Chairman William J. McDonough. In that role, she testified on behalf of the Board before the U.S. House Financial Services Committee in May 2004.

Prior to joining the PCAOB, Ms. Ross was with the Securities and Exchange Commission, where she coordinated accounting-fraud investigations as Special Counsel to the Chief Accountant of the SEC Enforcement Division. Earlier in her career, she practiced law at the firm Sullivan & Cromwell. She clerked for U.S. District Judge John E. Sprizzo of the Southern District of New York.

Ms. Ross received her B.A. from Cornell University and her J.D. from Duke Law School, where she was an editor of the Duke Law Journal.
