Tracey L. McNeil is the Special Counsel to Chair Erica Y. Williams and advises her on all matters that come before the Board. 

Prior to joining the PCAOB, Ms. McNeil served as the first Ombudsman for the U.S. Securities and Exchange Commission (SEC), a statutory position she was named to in September 2014. In that role, she served as a liaison to help resolve problems between retail investors and the SEC and SROs under SEC oversight, reviewed related policies and procedures and provided recommendations, established safeguards to maintain the confidentiality of communications, and submitted reports for inclusion in the SEC Investor Advocate’s semiannual reports to Congress.

Prior to serving as Ombudsman, Ms. McNeil served as counsel, then as senior counsel, in the SEC Office of Minority and Women Inclusion from 2011 until 2014, and as an attorney-adviser in the SEC Division of Corporation Finance from 2008 until 2011. Before joining the SEC, Ms. McNeil was a senior associate on the structured finance team at Hunton & Williams LLP, and counsel in the U.S. Businesses group at MetLife. Ms. McNeil began her legal career as a capital markets associate in the New York office of Shearman & Sterling. 

Ms. McNeil earned a B.S. from Cornell University and an M.S. from Columbia University. She earned a J.D. from Fordham University School of Law, where she was a Notes and Articles Editor of the Fordham Urban Law Journal and a recipient of the Dean’s Award.
