Deputy Director, Technology
Division of Registration and Inspections
William J. Powers is the deputy director, technology, in the Division of Registration and Inspections. He is responsible for overseeing information technology matters within the division. He was appointed to the position in May 2018.
Mr. Powers has been responsible for the implementation, development and growth of the Information Systems Audit Inspection Team since its inception in 2003. He has led teams focused on new and emerging technologies and their potential impact on the audit of financial statements and internal control over financial reporting (ICFR). This includes cybersecurity, software audit tools, data analytics, and blockchain technology.
Prior to joining the PCAOB, he was a partner with BDO Seidman for nine years. He was responsible for building and developing the firm's information systems audit organization and its integration into the financial audit process. Additionally, he was the firm's subject matter expert on internal controls.
Earlier, he spent seven years working in information systems audit at Coopers & Lybrand and more than 16 years as a systems engineer and systems engineering manager at IBM. He earned a B.A. in mathematics at Adelphi University.
